          Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, staff supervision, financial and business development activities.
          The Program Manager is the contractor's single point-of-contact to interface with Program Contracting Officer, ETS Contract Manager, Functional Area Funding Managers/Program Element Monitors, supported customers, and Quality Assurance Personnel (QAP). Deputy Program Manager(s) report to and assist the Program Manager in executing specific areas of the contract (e.g. technical support in the field, quality control, program/project control; human resources, recruiting, and staffing; subcontractor performance; budgeting and invoicing; procurement of equipment, materials, and supplies).
          At this level, the position is typically responsible for program(s) with annual revenues of $5-10 million.
          At this level, the position is typically responsible for managing 25-50 employees both exempt and non-exempt and including one or more subordinate supervisors and managers - working on multiple projects and tasks.
          NOTE Position level may also be determined by the scope and complexity of the program, not just revenue and staff amounts.
          1.Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities in accordance with SOW.
          2.Supervises assigned technical and administrative staff, including subordinate managers, and performs personnel actions including hiring and performance evaluation.
          3.Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
          4.Responsible for profitability and revenue growth of assigned program(s).
          5.Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
          6.Performs business development activities, including the preparation and review of technical and cost proposals.
          7.Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.
          8.Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
          9.Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.
          10.Prepares and provides various reports and technical reviews to senior management as requested.
          11.Ensures compliance with relevant corporate and government policies and standards.
          12.Ability to motivate and inspire both technical and overhead staffs; ability to instill "get-it-right-the-first-time" philosophy and teamwork; and professional conduct and integrity in dealing with government representatives.
          13.Shall conduct a program management review semi-annually at Hickam AFB, HI covering performance, significant issues of concern on the contract and on any open issues. The contractor shall take minutes of this meeting and provide a written copy to the Contracting Officer within five (5) working days.
          14.Participates in special projects as required.
          1.Masters Degree or equivalent experience preferred. Must have bachelors degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
          2.Professional certification (PMP) preferred.
          7-10 years of related experience, including supervisory experience. Three (3) years experience in project or task order management; two (2) years experience in government service contract administration, and two (2) years experience in Operations, Communications, or Intelligence community, planning, programming and budgeting activities and integration of C4IW, Force Protection, and Information Technology systems.

          Familiar with government service contract regulations and practices: Federal Acquisition Regulations; sound accounting practices; Information Technology-based disciplines; Federal Joint Travel Regulations; Status of Forces Agreement (SOFA) directives for Korea, Japan, and other foreign countries where contractors are deployed, in-depth familiarity with current military operational environment and support requirements at all PACAF bases and other locations supported by the contract. Candidate must be located on the island of Oahu, Hawaii. Candidate must be able to lift a minimum of 50lbs.
